Kremlin Spokesman Dmitry Peskov explained that the external management of companies from unfriendly countries is a continuation of an existing trend. He said, "This is a continuation of a trend. All those companies are from unfriendly countries, and their origin was one of the factors taken into account when the decision was made." Peskov added that the decision responds to countries illegally holding Russian assets and expropriating Russian property, stating, "This refers to countries that are participating in the unlawful holding of Russian funds, Russian assets, and are taking part in the unlawful expropriation of property belonging to Russian companies."

The management is overseen by Central Capital, which now oversees the shares of the listed packaging firms. The Kremlin described the move as a response to the illegal actions of these countries against Russian companies.
