Musk's Acknowledgment of Restrictions

For years, Ukraine's military infrastructure has relied on Starlink, SpaceX's commercial satellite internet service, to communicate and coordinate operations. Recently, however, the service was restricted for 10 days. Elon Musk, CEO of SpaceX, admitted to throttling Starlink to prevent its use for offensive drone strikes, which he said violated the terms of service. This decision lasted until the U.S. government intervened, restoring the critical military link.

The Restriction and Its Impact

During the 10-day restriction, military drones in Ukraine lost internet connectivity at high speeds, disrupting operations that the country relies on for defense against Russia. Evgeniy Khmara, a Ukrainian official, noted that Starshield, the military-grade version of Starlink, appeared to be working normally again. Elon Musk stated, 'Using Starlink, a civilian commercial service, for offensive drone strikes to kill people has never been allowed, nor should it be.'

Elon Musk claims that Ukraine allegedly violated Starlink's terms of use and used the system on combat drones. As someone who was inside the process at the Ministry of Defense, I can say with certainty that this is not true. In February of this year, whitelists were introduced. Stationary terminals could be registered by both military personnel and civilians. But for any satellite terminal to work while on the move, it had to be added to a special list and connected to the military Starshield system. Otherwise, no satellite communication terminals in Ukraine would work. In other words, using civilian Starlink for drone missions was technically impossible. All drone missions that required satellite communication could only be carried out using Starshield. We are very grateful to the United States and SpaceX for access to critically important satellite communications. Ukraine did not violate the terms of use.

The Diplomatic Push

President Donald Trump reportedly called SpaceX CEO Elon Musk, leading to the restoration of the critical military connection. The personal involvement of the president highlighted the importance of the issue, as it was both a corporate terms-of-service matter and a matter of national security and diplomatic strategy.

This resolution came as part of a broader shift in international relations.

Restoration and Relief

Following the intervention, SpaceX restored Starlink service for the Ukrainian military. Ukrainian President Volodymyr Zelensky stated that the speeds were now where they need to be. The restoration of the satellite links was crucial for maintaining the military's operations, allowing them to resume communications and coordinate their efforts effectively.

The Broader Context

This resolution came as part of a broader shift in international relations. The restoration of Starlink service cleared one of the major obstacles to dialogue, underscoring the increasing entanglement of technology and diplomacy in the conflict.

The Future of Satellite Services

While the service is now restored, the incident has raised questions about the future of satellite services in military operations. Musk's assertion that offensive drone strikes using a civilian service should not be allowed creates a precedent that could impact future conflicts. The Ukrainian military's reliance on Starlink is now complicated by the potential for corporate intervention. The restoration is a victory, but it is a fragile one, with the uncertainty of future restrictions lingering.
