The Planned Demonstration at Jantar Mantar

The rally was set for Jantar Mantar in New Delhi. Its stated aim was to oppose the Special Intensive Revision (SIR) of the electoral rolls and to demand the resignation of Chief Election Commissioner Gyanesh Kumar. Dipke and his co‑conveners Ashutosh Ranka and Saurav Das accused Kumar of tampering with voter lists and of making unauthorized changes to Form 6.

The denial meant that the protest could not proceed as a sanctioned public assembly.

Police Barricade the Rally

Despite the organizers’ preparations, the Delhi Police refused to grant permission for the October 10 gathering at Jantar Mantar, citing law‑and‑order concerns. The denial meant that the protest could not proceed as a sanctioned public assembly.

Allegations Against the Election Commissioner

Dipke alleged that Kumar was confronting allegations of tampering with voter lists under the SIR exercise. He also said that Kumar stood accused of altering Form 6 without proper authority.

Accusations of Authoritarian Tactics and Broad Political Support

In the same remarks, Dipke labelled Prime Minister Narendra Modi a dictator who, he claimed, is “scared of the youth.” He argued that the government’s actions—described as emergency‑like conditions, including the halting of trains, metros and roads—were intended to suppress dissent. Dipke noted that the protest had received public backing from the Aam Aadmi Party and several Left‑wing groups, namely CPI(M), CPI, CPI(ML), RSP and the All India Forward Bloc.
